You don't have to wrap the inner hoop with twill tape if you are using a well-made hoop, but it can be a nice thing to do if your hoop is a little bit rougher and you are worried that the hoop will leave blemishes on your fabric when tightened. It also helps keep tension on your fabric in the hoop as you stitch. To wrap the hoop, pull the twill tape firmly around the inner hoop, overlapping the previous edge at a 45-degree angle. When you reach the start, just secure the cut end with a few stitches.
